Prior to his life in politics Jeff served as a Sergeant in the Bermuda Police Service, directed corporate security operations for Rosewood Tuckers Point and led a strategic response team on a multi-year United Nations peacekeeping mission in Kosovo. He is the first and only Bermudian to be deployed as a Field Officer for the UN Department of Peacekeeping Operations.

In that capacity Jeff was a weapons instructor, tactical advisor and response team leader. He also gathered a wealth of diplomacy experience, serving as a regional security liaison between the UN and NATO in the Balkans and through his attachments with the UN Headquarters in New York.

Since returning to Bermuda, Jeff has used his rich field and academic experience to offer candid analysis, on crime reduction and intervention to public officials and media outlets. In January 2011, he presented a strategy paper to the Horton Committee - Joint Parliamentary Select Committee on gang violence and gun crimes. He believes an engaged and empowered community is the key to national security in Bermuda and has presented to Government strategies on how to effectively combine strategic and social methodologies to reduce crime. Jeff’s valuable contributions on this nationally important issue have made him a trusted and authoritative voice.

In April 2011, Jeff completed six months of extensive qualitative research in North Hamilton, studying spatial crime displacement. The research was part of his Masters dissertation in Criminology called, ‘Beyond the Lens: Unintended Consequences of CCTV in Hamilton, Bermuda’. Jeff recently completed the Senior Executives in National Security and ‘Leadership in Crises’ programme held at Harvard University’s John F. Kennedy School of Government.

Prior to him being elected to represent Warwick North East on June 18, 2017, Jeff was appointed to the Senate and served as Minister of National Security and was the election candidate in Pembroke South East for the 2012 election.

Jeff has played an active role within the community – as a former Board Director for Crime Stoppers Bermuda and a mentor at Big Brothers & Big Sisters (2000-2006) and he is currently a Director of the ‘September 5th Foundation Board. Jeff lives in Warwick, with his son Jack.
